A Mandate For Terror
By 1959 ash-Shuqairy had been appointed an ambassador to the UN from Saudi Arabia.
In November of that year he attended a meeting in New York of Arab diplomats called by Abdel Khalek Hassouna, Secretary-General of the Arab League , to assess how Arab propaganda was faring in the United States. At this meeting, ash-Shuqairy is reported to have suggested that the Arab representatives try to drive a wedge between Jews in the United States and other Americans.

-Shuqairy tried to isolate the Jewish people at the global level.
In a record-breaking seven hour speech to the General Assembly in the Fall of 1961, he tried to cast suspicion upon Jewish communities around the world by attacking both Zionism and the concept of the Diaspora, the Jewish exile from the land of Israel. American Jews were singled out and accused of placing the United States Government in "Zionist captivity." Ash-Shuqairy warned that American statesmen could not be trusted until the U.S. had been "freed, emanicipated and liberated from Zionism." Objecting to an African-sponsored resolution calling for "direct peace negotiations" between Israel and the Arab powers, he charged that the resolution had been "bought" by the Israelis.
An African spokesman retorted indignantly that the delegate from Saudi Arabia "may be used to buying Negroes but he can never buy us," and neither could anyone else.
At the 1962 session of the General Assembly ash-Shuqairy redoubled his efforts. With grimaces and violent gestures, he demanded in the Assembly's Special Political Committee that both the United States and the United Nations outlaw and "exterminate" the Zionist movement. He then called for a "salute" to the militantly anti-Semitic Tacuara movement of Argentina.
He recommended that the Tacuara spread throughout Latin America. And he asked the UN to formally "adopt" the Argentine fascist organization.
UN delegates hastened to denounce ash-Shuqairy's proposal. The representative of Argentina asked that his country be lauded for its respect for human rights and not because of the genocidal aims of "some" Argentine Nazis for which "the representative of Saudi Arabia has seen fit to congratulate my country."
