...no wonder that relations between Cairo and Ahmad Shuqayri were heavily strained after Shuqayri made an inflammatory speech in Amman on the eve of the 1967 war. While he did not literally call for throwing the Jews into the sea, as he was accused of doing, in substance he made much the same demand, if not, indeed, worse. His declaration reflected the position of the Higher Arab Committee, headed by Amin al-Husseini, which Shuqayri had joined at the end of the Second World War; it conceded the right to remain in Palestine only to those Jews already resident before the British mandate, demanding that all others return to their countries of origin. After a stint as the Saudi kingdom's ambassador to the United Nations, Shuqayri was installed as the leader of the Palestine Liberation Organization by the League ...
